The short answer
Kitzbühel has more than 35 winter hiking trails, free guided winter hikes (Monday and Friday) and snowshoe hikes (Wednesday) with the KitzCard guest card, and over 12 km of toboggan runs at Kelchalm, Gaisberg and Trattenbachalm. The Schwarzsee lake is an easy winter walk about 30 minutes from town.

Use the KitzCard
The Kitzbühel guest card includes free guided winter hikes on Mondays and Fridays and snowshoe hikes on Wednesdays, starting at 9:45 in front of the Tourism Service Center at Hinterstadt 18. Budget separately for snowshoe rental, lifts and lunch.
Toboggan runs
The Trattenbachalm run is the longest at 5.5 km; Kelchalm and Gaisberg are 3.5 km each. Rent a sledge at the runs or in town, and check run conditions before heading up.
Skiers and non-skiers together
Non-skiers can meet skiing friends for lunch: check with the tourist office which mountain huts are reachable on foot or by lift with a pedestrian ticket.
